The code is there to do scrapes and provide statistics to better help choose trackers, but it is currently disabled.
Some tests were done and the process is a little too resource greedy for a shared hosting account.
I'm looking into scrape scheduling, so as not to overload the server, but for the moment and next little while
there wont be any tracker scrape stats.
When and if I can afford dedicated hosting there will definitely be stats.
The client, when its finished will perform scrapes, and facilitate choosing trackers according to scrape and scrape response times.
